  • Colombia’s Ministry of Culture and its Fine and Visual Arts Group are spearheading various programs designed with a perspective from the territories and for the territories.
  • Documenting these processes and integrating them into the nation’s living archive has proven to be a vital necessity for the country's cultural landscape.

Challenge / Opportunity

  • The main challenge consisted of designing a territorial production frameworkcapable of articulating the diverse processes carried out on the ground by the Ministry of Culture’s Fine and Visual Arts Group.
  • We faced the technical and logistical challenge of producing a high volume of content (over 40 digital assets) during simultaneous periods, adapting audiovisual filmmaking to diverse territorial contexts.
  • The content needed to document localized actions woven into a narrative that highlighted the cultural and historical value of the processes currently taking shape across the territories..

What We Did

We supported the rollout of digital content through a rigorous strategy of field-based audiovisual production and advanced post-production:

  • Multi-Format Audiovisual Production & Filmmaking: We designed and produced over 40 digital content assets along with a photographic archive, tailored both for institutional preservation and consumption across digital platforms and public communication channels. 
  • Cinematographic Documentary Short Direction: We conceptualized and produced 5 social, participatory documentary short films. Each piece was conceived as a living archive capturing the methodological experience, popular knowledge, and community impact of each project:

    • The 18th Pacific Regional Salon (2024) and the 47th National Artists Salon (2025): "KAUKA, Assembly of Possible Worlds," documenting a valuable exercise in epistemological translation and artistic pluriverses in the regions.
    • The Itinerant Arts Schools, capturing the decentralization of cultural pedagogies across the national territory.
    • The "6402+ Reasons Not to Forget" Memorial Park, alongside the female leaders of the MAFAPO collective, approaching the narrative from a choral perspective of resilience, living memory, and symbolic restorative justice.
    • The creation process for the transmedia project Youth and Mothers in Resistance, serving as a repository for the historical memory of the events that occurred during the Social Uprising (Estallido Social).

1. Post-Production & Social Media Strategy

We executed meticulous stages of editing, sound design, color grading, and motion graphics under the visual guidelines of each institutional brand project.

Concurrently, we optimized the material by editing a package of Reels and vertical content with high organic impact to boost the reach of the Ministry's digital channels.

2. Documentary Filmmaking for Theatrical Screening and Cultural Circuits

We designed and post-produced the main pieces under optimal technical standards for exhibition in cinemas, festivals, and community cultural circuits. This technical edge ensured that the stories from the territories transcended digital platforms, occupying the big screen with a cinematic quality that honors and dignifies the memory of the communities.

3. National Talent Network and Decentralized Production

Embracing the logistical and geographical challenges of producing alongside local talent in each territory became the project’s greatest asset. Instead of imposing a centralized perspective, this collaboration allowed us to weave a national network of local filmmakers, photographers, and sound recordists. This exchange of knowledge effectively decentralized audiovisual production, empowered regional capabilities, and organically fueled this living archive to keep building collective memory from the roots.

4. Translating Public Policy into Social Pedagogy

We successfully transformed institutional guidelines and complex Ministry management reports into accessible, engaging visual narratives. By applying information design and editorial curation to the audiovisual ecosystem, the Government's cultural goals transcended technical data to become a tool for social pedagogy. This approach democratized access to cultural management, enabling any citizen—inside or outside the territories—to grasp the real-world impact and the living matter behind public arts policies in Colombia.

5. Technological Sovereignty and Digital Safeguarding of Memory

We designed a rigorous protocol for cataloging, storing, and delivering digital assets that functions as a shield against historical erasure. Recognizing the fragility of archives in the digital age, we structured this transmedia and audiovisual ecosystem under open-source and free-access standards. This ensures that testimonies of resilience, artistic assemblies, and pain transformed into art are safeguarded for the long term, guaranteeing that this collective knowledge remains unalterable, always accessible, and in the hands of its true creators: the indigenous peoples and social collectives.

Results Achieved

  • A Historical Archive: We consolidated an ecosystem of over 40 digital assets delivered to full satisfaction, which today serve as official educational tools and tangible memory of Colombian cultural policy.
  • Legitimacy and Territorial Co-Creation: We ensured that communities, regional artist collectives, and state agents saw themselves reflected through a horizontal and decolonial lens.
  • Positioning the Colombian Artistic Pluriverse: The dissemination of the audiovisual material successfully spotlighted the impact of the projects managed by the Ministry within the fine arts ecosystem, consolidating a strong two-year partnership between Epigrama Studios and the Fine and Visual Arts Group.
